How can I change my default Teamspeak 3 information such as server name and welcome message?

You can change your Teamspeak 3 setting such as server name, welcome message, banner information, etc, from within your Teamspeak 3 control panel.

Simple fill out the settings within the control panel on the server settings page and press submit.
